Spring Valley approves bridge engineering hire, mowing contract and other routine motions

The Town of Spring Valley board approved several administrative motions at its April 21, 2026 monthly meeting following the annual meeting, including hiring an engineering firm to pursue a Potter Road bridge grant, awarding the town’s 2026 mowing contract and approving a property variance.

Chairman Steve Hazeltine called the meeting to order at 6:15. Supervisor Dave Brethauer moved to hire VIP engineering to design and seek DNR permits and grant funding for a proposed Potter Road bridge; Supervisor Micah Ends seconded and the motion carried, 3-0. The board recorded a design-and-permit estimate of $28,400 and an approximate construction cost of $75,000; the total project estimate discussed was about $150,000, notably lower than an alternate Collins estimate presented to the board.

The board also reviewed mowing bids and awarded the 2026 mowing contract to Popp Inc. over a higher bid from Footville Rock & Lime. Popp Inc.’s bid was $7,475; Footville Rock & Lime bid $14,500. The motion to hire Popp Inc. was moved by Supervisor Dave Brethauer, seconded by Supervisor Micah Ends and carried 3-0.

A variance request for Kelly Wellnitz Padfield was presented and approved on a motion by Supervisor Dave Brethauer, seconded by Supervisor Micah Ends; that motion carried 3-0. Later in the meeting the board voted to pay the town’s bills on a motion by Brethauer, seconded by Ends; the motion carried 3-0.

All recorded motions at the meeting passed unanimously by the three voting members present. The board took no contested votes and no motions were tabled or postponed. The meeting adjourned following the business items.
