Ottawa council approves payroll, budgets, grants, contracts and code changes in unanimous votes

At its June 16 meeting in Ottawa, the City Council approved a series of routine and programmatic items, voting unanimously on payroll and financial reports, multiple resolutions and contracts, and several municipal-code amendments.
Commissioner Wayne E. Eichelkraut Jr. moved to approve the biweekly salary payroll for June 5, 2026, totaling $688,996.46, and the bimonthly expense report dated June 16, 2026, showing expenses of $1,347,919.03; both motions passed with the full council voting aye. The council also received the City Clerk's monthly financial report for May 2026 and placed it on file.
Commissioner Thomas G. Ganiere presented and the council approved memoranda of understanding with Ottawa Township High School District #140 and Ottawa Elementary School District #141 regarding school resource officers. The council received and approved a contract with Pro Phoenix Corporation for dispatching and report-management software for the Ottawa Police Department, and passed an ordinance authorizing the sale of police department personal property, including two Ford Interceptor police vehicles.
Other approved items included a resolution authorizing Corporation Counsel to investigate higher gasoline prices in Ottawa compared with surrounding communities; a resolution accepting a cleaning proposal for the Ottawa Recreation Office (Quality Care Cleaning); a fire alarm monitoring inspection and service contract with Thompson Electronics Company; and a professional services agreement with RVI Planning & Landscape Architecture Inc. to produce a skatepark master plan and pursue an OSLAD grant application.
Mayor Robert Hasty brought forward grant-related agreements with NCICG for Community Development Block Grant housing rehabilitation application services and for the Strong Communities Program grant for abandoned residential properties; both were adopted. The council also approved a client service agreement with the Horton Group and accepted a settlement agreement with AFSCME Local 2819 regarding contracting-out grievances.
The council approved a fundraiser request from the Illinois Valley Building Trades Council to collect donations for 'Dollars against Diabetes, Dad’s Day' scheduled for June 20, 2026, and passed ordinances amending municipal code sections on sidewalk bicycle restrictions and the facade improvement program. The meeting adjourned at 7:31 p.m.
