Walworth authorizes MS4 mapping grant application, commits 10% local match and extends MS4 clerk

Walworth’s Town Board on June 18 authorized the Town Supervisor to sign a proposal from MRB Group to prepare an application for the New York State DEC Non-Agricultural Nonpoint Source MS4 stormwater mapping grant and adopted a companion resolution committing at least a 10% local match.
Town Engineer Emilio Moran explained the town lacks in-house specialist capacity and that state budget delays compressed the grant timetable, leaving no deadline extension; he said MRB Group will provide the technical expertise required to assemble a competitive application.
By Resolution 131-26 the board designated the Supervisor as the project representative for the Consolidated Funding Application and committed a local match (cash or in-kind) charged to AA.00.8140.405 MS4 - GIS MAPPING. The board also approved extending the per-diem MS4 clerk position for Linda Kleeman through Dec. 31, 2026 (Resolution 136-26) at the current rate and up to 20 hours per week to aid transition and onboarding of MS4 duties; funding for that extension will be allocated from the Junior Engineer personnel line.
Board members said the mapping work is a priority to address changing MS4 General Permit requirements. The Town Clerk’s office will retain grant documents and the MRB proposal; staff will report back to the board on application status and any required budget adjustments.
