Otoe County imposes moratorium on private power-plant permit applications while zoning update continues
Following public comment and a recommendation from the planning commission, the Otoe County Board of Commissioners unanimously placed a moratorium on Conditional Use and building permit applications for private power plants and kept the existing subcommittee to continue updating planning and zoning regulations.

Chair Sornson opened a public hearing on proposed Planning and Zoning regulation changes related to private power plants and asked for public comment. Proponents JoAnn Martens, Randy Martens and Ann Boellstorff expressed concerns about plant locations and urged restrictions; Mayrene Thummel spoke in opposition and cited Zoning Regulation 3.39 regarding prohibited uses.
