Commissioners authorize scoping with GM Development for sheriff's evidence facility after public hearing

The Morgan County Board of Commissioners held a public hearing July 6 on the sheriff's evidence facility RFPQ recommendation and accepted the RFPQ committee's recommendation to proceed with GM Development LLC for project scoping.
County staff described the step as part of a build-operate-transfer process: GM Development will perform scoping and prepare project documents; formal construction contracts will come later after the scope is finalized.
During the public hearing, resident Ron Belakovic asked what the sheriff's evidence facility would be. Sheriff Rich Myers described it as a secure, metal pole-barn structure of four bays (about 60 by 80 feet total) with an outside fenced parking area. "Primarily what this is gonna be is our cold storage evidence," Myers said, explaining the county currently lacks long-term storage for large evidence items such as vehicles involved in serious crimes.
Myers said three bays would be used for evidence (including vehicles) and one bay walled off for community corrections to store mowers and equipment. With the public hearing closed, the board moved to accept the RFPQ committee's recommendation and authorized county staff to proceed with scoping negotiations with GM Development; the motion passed by voice vote, 3-0.
The county will return to the board for contract approval once scoping is complete and the project scope and price are finalized.
