Members of the public asked clarifying questions during the hearing about the draft ordinance’s definitions (including multiple‑family dwelling and bed‑and‑breakfast), proposed changes to sign regulations and whether they would apply to short‑term rentals on private roads, the permissibility of neon lighting on signs, limits on sign quantities, and potential dark‑sky impacts from large rental homes.
The commission adopted a modified definition of bed‑and‑breakfast accommodations that would limit transient stays to a maximum of 21 days, restrict the operation to no more than four sleeping rooms providing accommodations for up to eight adults and four children total, prohibit food‑preparation areas in guest rooms or common guest space, and require that the owner, operator, or manager occupy the same or an adjacent tract on days when guests are present. The modification was included in the commission’s recommendation to the Town Board.
Motion by Bryan Kaiser, seconded by Jack Stokdyk, to recommend adoption of Ordinance 2025‑Draft(D) as modified carried by unanimous roll call vote. The commission also noted the town may pursue an ordinance addressing exterior lighting in the future in response to public concerns about dark‑sky impacts.
The recommendation now goes to the Holland Town Board for final action.
