Brodhead council approves Crosswinds developer agreement after closed session

The Brodhead Common Council on Jan. 20 approved a developer agreement with Crosswinds Brodhead, LLC after reconvening from a closed session held under Wisconsin Statutes §19.85(1)(e).
The council went into closed session at 6:03 p.m. to deliberate bargaining positions related to the Crosswinds project and returned to open session at 6:38 p.m. Following that session, Alder Baxter moved to accept the developer’s agreement "finalized by the satisfaction of the city attorney," and the council approved the motion unanimously.
At the same meeting the council authorized MSA to begin engineering work tied to the Crosswinds agreement. Joe DeYoung, joining virtually for MSA, told the council that wetland delineations and evolving stormwater-management rules could affect the project scope and that the firm would coordinate with design engineers to define needed work. DeYoung said MSA would proceed to identify outstanding items before advancing the design and permitting steps.
Treasurer Miller told council she had not yet been briefed on which budget line would cover the engineering work. Council members discussed the need to identify funding sources as the scope becomes clearer.
No detailed financial terms of the developer agreement were recorded in the public minutes; the council’s approval was recorded as a motion contingent on the city attorney’s final satisfaction. The council’s action was recorded as unanimous (all ayes). The council did not record additional public comment on the agreement during the open session after the closed session.
