Board approves updated driveway/entrance policy and hears highway construction update

Hubbard County commissioners approved revisions to the county’s driveway/entrance policy after staff presented changes intended to clarify where entrances are allowed, spacing rules and culvert responsibilities.

Highway staff explained the policy would limit farmer/field entrances to no more than one every quarter mile (applied to new applications), prescribe typical residential driveway widths (20–24 feet) and commercial widths (32–34 feet) while allowing case-by-case exceptions for equipment needs. Staff noted the county engineer would retain the authority to approve or deny individual requests after field review.

Commissioners questioned how E911 addresses and physical signage are handled; staff said addresses are assigned at permitting but the physical reflective E911 signs are ordered from a supplier and can take up to two months for delivery, with replacement signs costing roughly $25 (about $35 with a new post).

The board also received a construction update: paving and striping projects on County Road 40, a maintenance patch on County Road 45, and details about a long detour for Highway 71 work with a projected early-August completion date. The driveway policy update was approved with amendments and a voice vote.
