Catskill Board Signs Off on CDBG Compliance, Issues SEQRA Negative Declaration for Library Upgrades

The Village of Catskill Board of Trustees on Sept. 24 adopted a set of resolutions required for application to Community Development Block Grant (CDBG) funding and issued a SEQRA Negative Declaration for Phase 1 Life Safety and Accessibility Upgrades at the Catskill Public Library, 1 Franklin Street.
Resolutions No. 27 through No. 31 were adopted as a package. Resolution No. 27 establishes a Fair Housing Policy and designates the Village Clerk as the Fair Housing Officer to receive and refer housing-discrimination complaints. Resolution No. 28 adopts the Residential Anti-Displacement and Relocation Assistance Plan required by Section 104(d) of the Housing and Community Development Act; the plan commits the village to make reasonable efforts to minimize displacement and to provide relocation assistance consistent with Section 104(d) and 24 CFR Part 42. Resolution No. 29 adopts a Section 3 Plan directing that training, employment and contracting opportunities generated by HUD-assigned funds be directed to low- and very low-income persons and businesses, and designates the Village Clerk as Section 3 Compliance Officer.
Resolution No. 30 designates the Village President as Certifying Officer for the Environmental Review Record (ERR) for the library project and authorizes the officer to sign required environmental review forms (Forms 2-3, 2-3A, 2-4, 2-5/2-5A, 2-6 and Form 1-3) to request release of CDBG funds. The board then adopted Resolution No. 31, finding that the proposed library work ' a three-stop ADA-compliant elevator and vestibule addition, fire alarm upgrades, restroom and entrance accessibility improvements, and façade repointing ' is a Type I action under SEQRA but will not result in significant adverse environmental impacts, and therefore issued a Negative Declaration.
Minutes record that the board took these actions unanimously and that the packet of CDBG compliance and environmental review materials will be retained as the Village's project file. The actions designate roles and responsibilities for compliance (Village Clerk and Village President) so the village can proceed with environmental clearance and grant application tasks associated with Phase 1 of the library upgrades.
