The Coos County Board of Commissioners approved a package of personnel and contract actions during its meeting on June 5.
The board updated a nonunion integrated care manager job description to add supervisory duties for a health-care outreach specialist; staff said the change does not alter pay. Commissioners then approved hiring Zachary Schrock as Mental Health Specialist 2 at step 3 of pay grade 465; staff noted the candidate is licensed and brings crisis-work and military experience.
Payroll and classification changes included board approval to reclassify the Crime Victims Assistance (CVA) position to pay grade 7/42 effective July 1, 2026, affecting two employees and tied to payroll resolution 2606089P.
On labor and vendor contracts, the board approved a contract amendment with Cardinal Services (temporary staffing) that includes a roughly 2% increase in worker-compensation codes; staff said Cardinal had not raised rates in two years. Commissioners also approved and signed a new collective bargaining agreement with the Coos Association of Deputy Sheriffs (CADDs) effective July 1, 2026 through June 30, 2029; commissioners thanked negotiators for reaching the agreement.
Why it matters: the personnel moves affect frontline service capacity in mental health and victim services and update vendor arrangements that support county operations. The CADDs agreement sets multiyear labor terms for deputy sheriffs.
What’s next: staff will implement the classification and pay changes and proceed with onboarding the new hire.
