The Springfield Select Board on May 12 recorded approvals for several zoning permits and reviewed outstanding special-exception matters requiring further regulatory approvals.
Tim Bray, the town’s zoning coordinator and health officer, told the board that recent site visits and applicant revisions cleared setback and wetland concerns for several applications. Bray said a revised application from Daniel and Debra Hildebrand for a standby generator at 116 Dutchman Road was amended to meet setback rules and a zoning permit was issued. Bray also reported permits issued for a standby generator at 614 Hogg Hill Road and for a 12' x 8' shed and a separate pole barn after applicants adjusted plans to address setback concerns. Bray noted a 16' diameter, 45' tall silo at 137 Becks Way is exempt from the 35-foot height restriction under the town Zoning Ordinance (Article III, s3.13 (D)), and the silo permit was approved.
The board also reviewed several pending matters that require additional approvals before a final zoning permit can be issued. Bray said the Hawkins shorefront Conditional Use Permit (submitted 2/26/24) was approved by the Planning Board with conditions but still requires an NHDES Shoreland Permit and a Special Exception from the ZBA for the road setback. Bray reported that Seth Hawkins told staff he was weighing whether pursuing required permits was worthwhile and proposed placing the structure on wheels and moving it once a year to avoid permitting; Bray advised against that approach and recommended Hawkins consult the Planning Board and, if needed, the ZBA.
Separately, the Woelz special-exception application was revised, resubmitted and—after a public hearing and site review—was granted with conditions by the ZBA on May 6; Bray said proof that conditions are met would allow a zoning permit to issue. The board did not take separate recorded votes on these individual permits at the meeting; the Zoning Coordinator’s report was accepted by motion.
The board’s next regular meeting is scheduled for May 27, 2025, when ongoing permitting and follow-up consultations (including Hawkins’ attendance before the Planning Board) may return for further action.
