"You cannot make a single family house into 3 (units)," one council member said, and speakers urged staff to consult the solicitor and to treat some aspects of the matter as personnel-related, which limited what could be discussed in open session. Council members said there are photos and code-enforcement reports already sent to the code officer.
Ending: Council asked staff to research permitting and enforcement options, consult the solicitor on potential personnel or enforcement actions, and return with recommendations; formal enforcement steps were not taken during the meeting.
