Committee backs Gallagher pay‑grade upgrades for two county positions

The Cass County Personnel Committee voted to recommend that the full commission adopt Gallagher’s classification recommendations to move two county positions—one in the highway department and one in the sheriff’s office jail—up one pay grade and to approve revised position titles.

Tracy, who presented the consultant’s report, said Gallagher recommended raising each position one pay grade and suggested new job titles intended to better reflect duties. She said she worked with county staff to select titles that “would be reflective of the position.”

Highway and jail supervisors described the duties for the reclassified roles, saying the work includes ordering parts, maintaining equipment, oversight of safety and training, and calibration and compliance tasks tied to EPA requirements. A department representative said the recommended pay grades align with comparable shop foreman roles.

Commissioner Flacco moved to forward the Gallagher recommendations to the commission; a commissioner seconded. The committee approved the motion by voice vote. The minutes show the motion carried; the voice vote recorded “aye” but did not list an exact roll‑call tally.

The committee did not change salaries at this meeting; staff said Gallagher’s recommendations and final grades will come back to the commission for formal adoption and any budget adjustments would be addressed through the 2027 budget process.
