Board approves $41,000 budget adjustment for public guardian program

The Trinity County Board of Supervisors approved a budget adjustment July 7 that moved $41,000 from general-fund contingency to increase appropriations for the Public Guardian program in FY25-26.
Health & Human Services Director Liz Hamilton said the account covers administrative costs, not direct client services, and that the department faced a busy spring with complex cases that required extra staff and legal time. "This account is all for administrative costs. There is no cost that come out of here for direct client service," Hamilton told the board, adding that one complex case required "over 750 placement attempts," which drove staffing and counsel costs.
The motion to approve the budget adjustment passed with unanimous support by roll call. Staff reported the county's contingency balance after the transfer at $535,425 (staff corrected an earlier reading of the contingency balance during the meeting).
What the adjustment does: County materials show the action increases appropriations for the Public Guardian program to cover accrued staff and related administrative expenses for February through June 30 and reduces the county's general-fund contingency by $41,000.
Next steps: No additional action was requested at the meeting. Hamilton said the program will continue to monitor caseloads and staffing needs and return to the board if further adjustments are required.
