The Harrison County Commissioners Court on July 19 approved a set of routine fiscal and administrative items, including a line-item transfer, payment of regular bills, payroll, acceptance of a donation for the sheriff's office and a contract to accept ACH/e-check payments.
Line-item transfer and bills: the auditor presented a request to transfer $50,785.88 between budget line items to reconcile where jail expenses posted; commissioners approved the transfer 5'0. The court also approved payment of $1,115,120.29 in regular invoices, including $187,534.33 associated with the jail confinement grant; the auditor noted training of about $5,300 would not be reimbursed by the grant and the county would cover that cost.
Payroll and donation: the court approved payroll for July 19, 2024 (motion passed 5'0). The sheriff's office presented and the court accepted a donated Nikon Z50 camera (serial 30913358) from the Federal Law Enforcement Training Center for crime-scene training.
Payments technology: the tax assessor introduced a contract with Accelerated Card Company LLC (doing business as Certified Payments) so the county can accept electronic ACH/e-check payments via the online portal. The assessor emphasized that convenience fees for card payments are paid by the customer and that e-checks would carry a flat $2 fee for the payer. The court approved the contract 5'0.
Investments and transparency: Treasurer Rushford presented the June 2024 investment report showing total invested assets of $28,628,207.25 and monthly interest figures. The court approved the report and authorized publishing the monthly report on the county website pursuant to Local Government Code section 114.026.
