Franklin County adopts International Building Code amendment to include Idaho Plumbing Code

After a public hearing with no public comment, the Franklin County Commissioners unanimously adopted an amendment to Ordinance #2003-1 to add plumbing inspection under the International Building Code.
The Franklin County Commission voted June 8 to amend Ordinance #2003-1 to adopt the International Building Code with inclusion of the Idaho Plumbing Code and plumbing inspections.
Randy Henrie, building inspector, presented the amendment to the ordinance at a public hearing opened by Chair Robert Swainston. Commissioners opened the hearing to public comment; no speakers offered testimony for, against, or neutral. Following the hearing, Commissioner Zach Stewart moved to close the hearing and later moved to adopt the amendment; Commissioner Zan Bowles seconded both motions and votes were unanimous.
The amendment integrates plumbing inspection responsibilities into the county’s existing building-code framework. County staff indicated the change follows standard practice to align local permitting and inspections with Idaho plumbing standards. The Commissioners recorded the ordinance update as official action; staff will post the amended ordinance and begin implementation under the county’s building department.
The public hearing record contains no opposing testimony and no conditions or amendments were recorded during the hearing.
The Commission’s action followed the hearing and a separate formal adoption recorded in the meeting minutes.
