Staff framed this as a small-community model using public-private partnerships to produce affordable, primarily ownership housing targeted at young hourly workers and families; the school and local municipality are named as collaborators in early planning. Staff asked to proceed with engineering and testing gates that will serve as go/no-go decision points.
