Berthoud planning panel recommends code change to formalize historic‑preservation committee

The Berthoud Planning Commission voted to recommend that the Town Board approve an amendment to section 30‑10‑101 of the municipal land‑use code that formally establishes a Historic Preservation Advisory Committee.

“By way of introduction, my name is Stacy Sigman. I’m the chair of the planning commission,” Chair Stacy Sigman said as she opened the public hearing. Community Development Director Anne Johnson read the proposed language into the record and described the change as a consistency and renumbering effort after the town’s new attorneys identified contradictory or overlapping committee language across multiple ordinances. “The town of Bertha recognizes that certain significant historic resources located within its boundaries contribute to the unique character of the community and are irreplaceable and as such merit preservation,” Johnson read aloud as part of the proposed code text.

Johnson said the amendment is intended as a housekeeping measure that creates a single, clear code section to define the advisory committee’s role; she told commissioners there is no larger or separate presentation because the change does not create new committee powers beyond what the town already exercises. After brief questions from commissioners about process, a commissioner moved that the Planning Commission recommend approval to the trustees; the motion was seconded and carried by voice vote with no recorded opposition.

The commission’s recommendation will be forwarded to the Town Board of Trustees for consideration at a future public hearing; town staff noted the trustee hearing, and final ordinance numbering, will follow the normal public‑hearing schedule.
