An owner's representative presented an AIA substantial-completion certificate for the Warwick County Security Center, saying the project is under budget and final closeout billings are expected in August–October; inmates have moved into the facility.

Byron Sanders, the owner's representative for the Warwick County Security Center, told commissioners the project has reached substantial completion under an AIA form signed by the architect, builder and owner, and that closeout work is now beginning. "This document confirms that the intent of the facility has been completed by the drawings, construction documents, and specifications, and it is ready to occupy and utilize as the facility was intended to be used," Sanders said.
