Camp said the proposed process is "less intensive than an RFP or an RFQ" but would give the board more information about prospective plans and conditions.
A motion to direct the city manager to increase flexibility in terms for the listed properties was moved, seconded and passed by roll call with unanimous affirmative responses announced by the clerk. Board members asked for clearer prompting on questions to avoid trivial responses from applicants.
