Council asks KCDC to draft North Waterfront redevelopment plan

Council voted to request that Knoxville’s Community Development Corporation (KCDC) prepare a North Waterfront Redevelopment Plan covering the north bank of the Tennessee River from Henley Bridge to Third Creek and stretching from World's Fair Park through Maplehurst to Neland Drive.
Ben Bentley (speaker 13), representing KCDC, said the plan would be a framework document to establish tools under state law to finance major infrastructure and would not be a project‑level design. Bentley said KCDC will produce a draft with a boundary map, notify property owners within the redevelopment area by mail, post notices in the Knox News Sentinel for three consecutive weeks before a public hearing, and make draft materials available online and in hard copy for community review. After public comments are incorporated, Bentley said KCDC will return to council for approval; approval also occurs at KCDC’s board level.
Council members emphasized this is an initial step and urged public engagement and attention to historic preservation. Vice Mayor Fugate cautioned that redevelopment is a long process that can take decades from plan to ribbon‑cutting. The resolution passed by voice vote.
