Northern Local board approves August finances, closes construction fund and OKs multiple contracts

The Northern Local Schools Board of Education on Sept. 19 approved its August 2024 financial reports, authorized certification of a completed Classroom Facilities Assistance Program project with the Ohio Facilities Construction Commission and voted to close the district’s Project Construction Fund (010) under Ohio Revised Code Section 3318.12.

The action to “approve the Certification of Project Completion” and permit the president and treasurer to execute the Certificate was presented by Treasurer Jennie Clifton and approved as part of the business and finance motion that passed by roll call vote, 5–0. The resolution affirms that construction is complete and contractual obligations have been met, and directs the treasurer to dispose of remaining project funds consistent with state law.

Board members also approved a slate of contracts and proposals: Revere Roofing Option #2 for structural repairs on the Glenford roof replacement project; a proposal from Miller Transportation to provide busing for the middle‑school Washington, D.C., trip; a contract with Perry County Transit for transportation services; a 21st Century Learning Grant consultant contract with S. Wright Consulting; and a proposal from Farnham Equipment to repair and replace bleacher seating in Glen Hursey Gymnasium.

The board established a new support fund account (Somerset STARS), approved the district’s 2024–25 bus routes, and recognized a lengthy set of scholarship and endowment funds. It also approved multiple Then and Now certificates for routine purchases and services, including PO entries for grounds maintenance, internet service (META Solutions), pesticide application licensing with the Ohio Department of Agriculture, and athletic equipment.

The meeting record lists budget adjustments and transfers the board approved: transfers of $3,468.07 from the Class of 2023 and $2,190.59 from the Class of 2024 into the Class of 2026 account, an appropriation increase for the middle‑school Washington, D.C., trip and an increase to a Stronger Connections account. Specific line‑item adjustments were presented in the board packet.

All business and finance items on the agenda were adopted by unanimous roll call vote, 5–0. The board did not set additional condition or contingency language in the adopted motions; execution of contracts and fund closings will proceed according to the district administration’s implementation procedures.
