The Astoria City Council on March 16 authorized staff to issue a request for proposals (RFP) seeking workforce/middle‑housing proposals for the Customs House site, a roughly 1.1‑acre assemblage near Astor East Elementary and the Best Western. Community Development Director John Roberts said the RFP is designed to solicit middle housing (duplexes, triplexes, fourplexes and cottage clusters) targeted to approximately 80–120% of area median income (AMI) with examples in staff materials showing unit ranges from about 12–20 depending on configuration.
