Dodge County Board approves claims, appointments, emergency plan updates and settlements

At its June 25 meeting the Dodge County Board approved wage and financial claims, reappointed a veteran services member, authorized an audit engagement, designated an authorized rep for DR4868, adopted the 2025 LEOP, approved lot splits and a CUP, and authorized settlement agreements following closed session.
The Dodge County Board of Supervisors handled a slate of routine and time‑sensitive county business at its June 25 meeting, approving claims, appointments, planning items and settlements.
The Board unanimously approved wage and hour claims totaling $301,928.80 and financial claims totaling $1,297,567.32, citing major items for road projects, gravel, NIRMA insurance payments and corrections services. The Board also reappointed Leonard Kempf to the Dodge County Veterans Service Committee for a five‑year term through June 30, 2030 and authorized an audit engagement letter from Erickson & Brooks CPA for the 12 months ending June 30, 2025; Supervisor Bendig asked that internal control information be shared with department heads.
Emergency Manager Tom Smith was designated as the authorized representative for DR4868 (March 2025 blizzard/power loss), and the Board unanimously adopted the 2025 Local Emergency Operations Plan (LEOP). Smith told the board the LEOP is updated every five years and cited additions including the county mass notification system and expanded ORION siren activation in North Bend and Nickerson.
In land use actions, the Board unanimously approved a Conditional Use Permit for Sandra Legband to formalize a lot split and dwelling exemption in Webster Township and approved a 6.28‑acre lot split for Heartland Ridge LLC in Maple Township after the Planning Commission recommended approval for both items and no public opposition was offered at the hearings.
The Board convened as the Board of Equalization to approve tax roll correction #5778, accept property valuation protests #19–#145, authorize mailing of assessor valuation notices, accept recommendations on Forms 425 for destroyed property meeting the 20% threshold, and uphold denial of a homestead exemption for Timothy D. and Kathrine E. Leners for tax years 2021–2024.
The Board entered closed session at 10:10 A.M. to discuss threatened litigation with legal counsel, returned to open session at 11:00 A.M., and then unanimously approved a Settlement Agreement and General Release and authorized signatures. The Board also approved the Nebraska Equal Employment Opportunity Commission’s pre‑determination settlement and authorized signatures.
The meeting recessed and adjourned at 11:02 A.M.; the Board will reconvene July 9, 2025. County Clerk Micki Gilfry signed the minutes.
