Monument council: ADU code update passes; judge appointed; routine purchases and change orders approved

In addition to the morning’s longer agenda items, Monument’s Town Council took several routine but notable actions on July 6.
ADU code amendments: Council unanimously approved Ordinance 17‑2026 to amend Title 18 (accessory dwelling units) to bring local code into compliance with 2024 Colorado legislation and DOLA guidance. The changes clarify where ADUs are allowed in PUDs, revise floor‑area thresholds (ADU may be up to 50% of principal structure or at least 750 sq ft with a minimum of 500 sq ft), and limit the town’s ability to require additional parking except in narrow circumstances. Motion passed 6–0.
Judge appointment: The council approved a professional services agreement to appoint Judge Chikalala as presiding municipal judge through December; the contract fills the municipal bench while staff proceeds with a year‑end RFP/RFQ process for longer‑term coverage. Motion passed 6–0.
Procurement and contracting: The council approved a police equipment purchase (a new handgun platform and accessories) priced below the department’s budget and also authorized a change order to an asbestos abatement/demolition contract after additional asbestos was found at a project site. Both votes carried 6–0.
Out‑of‑district water tap: Council deferred action on a request to authorize a new tap to serve two commercial buildings previously tied to a mobile‑home‑park connection. Staff discovered the owner had sold the mobile‑home park and retained commercial buildings; council asked staff to return with additional information and did not approve the tap at the meeting.
What’s next: Staff will bring the ADU ordinance language into town code files; staff will finalize contract paperwork for the municipal judge; and the deferred tap item will return after staff follow‑up.
