Harrison County Commissioners approve routine transfers, payroll, appointments and project items

Harrison County Commissioners on Oct. 9 approved a series of routine financial and administrative measures, including budget transfers, payroll, vendor engagements, personnel actions and infrastructure approvals.
Key actions approved (all by voice vote, 5–0, unless noted):
- Line-item transfers for FY26 as requested by the auditor (motion approved).
- Payment of regular bills totaling $1,333,481.74.
- Approval of payroll for 09/26/2025.
- Ratification of transfers to group health insurance for medical claims ($150,000 and a later $200,000 transfer) to cover mid-September–mid-October claim activity.
- Engagement letter with Patillo, Brown and Hill LLP to provide Harrison County audit services for fiscal year ended 09/30/2025.
- Amendments to the county cell-phone policy (removing pager language and clarifying biweekly reimbursement); policy effective on approval.
- Road & Bridge approvals, including preliminary plat approval for Black Cypress subdivision (reduced to 17 lots to meet OSSF regulations), utility applications (Spectrum Gulf Coast fiber and a City of Wausau water line), hauling donated utility poles from Texas State Technical College for navigation markers on Caddo Lake, and a future public hearing on a stop-sign order for Taylor Road (Oct. 23, 2025).
- Approval to construct a school-bus turnaround for Harleton ISD at 763 Law Bridal to improve turnaround safety on a narrow dead-end road.
- Accepting a $200 donation from David Thomas for the county K-9 program.
- Appointments and reappointments to the Harrison County Children's Services Board and acceptance of three resignations.
- Approval of commercial airport liability insurance renewal with Old Republic Insurance Company (effective 10/26/2025–10/26/2026).
- Approval to purchase two sheriff's vehicles from Enterprise Fleet Management (2026 GMC Sierra 1500 and 2026 Ford F-350) to replace existing units.
Throughout the meeting commissioners thanked staff for financial stewardship, investment returns and routine operations. Several items (notably the HarrisGov software issue) were deferred for further review and are expected back before the court at a later date.
