Poseyville changes on-call pay and payroll timing after PERF reporting issue

At its Feb. 11 meeting, the Poseyville Town Council approved changes to how on-call pay is paid and how monthly payrolls are scheduled after Clerk-Treasurer Jodie Rankin reported an issue with PERF reporting that appeared to cause double payment for some on-call compensation.

Rankin proposed a new on-call pay schedule: Monday–Friday paid one hour per day at the employee’s overtime rate; non-test weekends and holidays paid three hours per day at overtime rates; test weekends and holidays paid four hours per day at overtime rates. She said pay would be distributed one-third to water, one-third to sewer and one-third to gas and would be paid biweekly rather than in arrears. Rankin said the change would cost the town roughly $100–$160 more per month overall.

Rankin also proposed consolidating monthly payments for council and other town employees to the first scheduled pay date of each month to reduce inter-account transfers and the potential for errors. Utility Superintendent Jeremy Farrar told the council he had spoken with affected employees and they supported the changes. Council voted to accept the changes to Ordinance 2024-11-13-01, effective Feb. 11, 2025.

The change is intended to correct reporting to PERF and to simplify payroll administration; Rankin and Farrar said they will monitor costs and make budget adjustments in future cycles.
