The Baker County Board voted July 7 to revise the countys purchasing policy and add a formal fixed-asset inventory policy. Changes raise some small-transaction thresholds (one-quote tier from $3,000 to $5,000; two-quote tier adjusted; board approval threshold raised to $50,000 before formal solicitation is required), set a $1,000 purchase-order minimum and add a formal process for finance to record assets purchased at $5,000 or more.
County staff explained the changes are intended to reduce administrative delays—particularly for recurring, priced items such as drainage pipe where vendors sometimes refuse to provide a third written quote—while keeping budgeted purchases under board review. The board approved the revisions unanimously after staff agreed to provide follow-up information that quantifies operational savings and shows impacts on day-to-day purchasing.
The new asset policy requires departments to submit a fixed-asset record form to finance for purchases over $5,000 so that the finance office can tag, depreciate and reconcile those items annually.
