Commission hears dispatch training, FLEX concerns and Statelink delay

Staff member Dean Kruger invited Deputy Erin Bennett to describe operational concerns with the department's FLEX dispatch software. Deputy Bennett said she participated in the system's initial rollout and expressed concern that proposed changes to program modules "may inadvertently and negatively affect our productivity," and asked that changes be communicated clearly to dispatch staff.
Police Chief Jacob Miller provided several operational updates. He said Anna Voss with the State will provide free training to standardize dispatch processes and that three dispatchers will attend. Miller reported progress on improvements to the dispatch door entry system identified during a recent compliance audit. He said Nikole Bennett applied for a grant to attend a conference Jan. 25–29, 2026, and that the grant would cover her expenses; Miller is also interviewing a candidate to fill a dispatcher vacancy.
Miller also relayed a request from the Fire Department Chief that dispatchers receive an immediate page for all personal-injury accidents when law enforcement is dispatched. Miller said he is preparing a PowerPoint covering dispatch call types. He further reported that the liaison who coordinated between the DPS IT team and the Act Team retired and the State has not filled the position; as a result, the Statelink initiative is on hold until the State identifies who will lead the process on its side. Kruger reiterated the need for clearer communication with dispatch about software and process changes.
The commission did not take formal action on FLEX or Statelink during the meeting; members recorded the concerns and operational updates and scheduled the next meeting for Dec. 9, 2025.
