Pharr honors building official Jose Ismael Alvarado for Master Code Professional certification

The Pharr City Commission on a regular agenda recognized Jose Ismael Alvarado for earning the Master Code Professional certification from the International Code Council, a credential city officials said fewer than 50 professionals in Texas hold. Alan Cervantes, assistant director for the building and code department, introduced Alvarado and called the certification "one of the most difficult and prestigious credentials a coding professional can earn."

Alvarado told the commission he paid more than $8,000 out of pocket and completed the requirements in eight months, a pace the presenters described as unusually fast. "I paid over $8,000 to get certified," Alvarado said, and said he hopes the city will invest in certification opportunities for inspectors and plan examiners who lack the resources to pursue credentials.

Cervantes and multiple commissioners praised Alvarado for sharing knowledge with colleagues and improving the department's capacity. Cervantes said the credential strengthens the department and can benefit residents by contributing to safer buildings and improved ISO reviews. A commissioner noted the city will work to reimburse family members who had helped pay for Alvarado's exams.

The recognition highlighted the department's emphasis on training and mentoring. Officials said having a Master Code Professional on staff can raise inspection standards and ultimately support public safety and potentially lower insurance costs for residents.

The commission moved on to other agenda items after the recognition; no formal action beyond the presentation was taken.
