Potter County approves interns, a DCED‑funded grant administrator and several contracts

The Potter County salary board and the Board of Commissioners approved a package of personnel changes, contracts and routine fiscal items at a meeting on July 9.
On the salary board agenda, members voted to create a floating administrative intern position for the summer (hourly range discussed at roughly $10.14–$10.25) and a district attorney's office intern position (hourly range $10–$14.25). The board also approved creation of a grant administrator position to pursue grants for the county and municipalities; the position is expected to be subsidized by a DCED grant for the first three years and the recommended salary range was set at $57,000 to $62,000 per year plus benefits.
Supporters said the position will increase grant capacity and could be cost‑neutral if grant administration fees (cited in discussion as about 18% on an example $100,000 grant) cover salary and benefits. Commissioners referenced an outside Caplin report recommending improved grant capacity and internal controls.
The commissioners approved several contracts and administrative items: a $35,000 consulting agreement with Village To Village Crest LLC to develop Potter County's gravel bicycling route (to be paid from a North Central Greenway grant, completion by November 2027); correction of effective dates on an Ophelia Medical Group agreement; Data Branch server migration for Potter County Human Services at a one‑time cost of $4,050; and a St. Clair contract to provide mental‑health services in the Potter County Jail at a monthly rate of about $3,009.65 for the term 07/09/2026–07/08/2027.
The board also approved multiple Potter County Human Services contracts as a group (children and youth, early intervention, services for intellectual disabilities and mental‑health providers), accepted fiscal summaries and recorded personnel actions including separation and retirement notices (for example, a retirement from David Smoker effective 07/09/2026).
Most motions were moved, seconded and approved on voice votes recorded as "Aye." The chair said the next regular meeting is scheduled for July 23, 2026 at 11 a.m. in the commissioners' meeting room.
