Calhoun County approves loader purchase, bridge grant support and multiple road-related bids

The board approved several Calhoun County Road Department procurement and grant-support items, citing fleet-replacement planning, bridge funding strategies and operational needs for winter maintenance and paving.
Administrator/Controller Kelli Scott said the Volvo loader purchase follows the county's multi-year fleet replacement plan and offers lease installment and tax-free financing. Road Department Manager John Midgley and Finance Director Megan Banning answered questions; the board approved the resolution of intent to purchase the 2022 Volvo loader (Res.047-2022) by a 7–0 roll-call vote.
County staff then presented support resolutions for five National Bridge Inventory structures (#1314, #1326, #1329, #1335 and #1380) planned for a 2025 funding cycle. Staff noted structure #1326 might be included in a state bridge-bundling program that would require no local match and that structure #1314 could be submitted to the Local Bridge Program if necessary. The board approved the bridge-support resolutions (Res.048-2022) on a 7–0 roll-call vote.
On procurement, the board considered RFB#102-22 for Hot Mix Asphalt (HMA). Three bids were received; although Lakeland did not submit the lowest price, staff recommended it as the most responsible bidder because shorter travel for plant pickup yielded net cost savings for county operations. That award (Res.050-2022) passed on a roll-call vote, 6–1, with Commissioner Tommy Miller recording the lone no vote.
The board also approved a joint sodium-chloride (road salt) contract (RFB#100J-22) with Jackson County, noting the winning price reflected an approximate 11% increase compared with winter 2020–21 levels; the award to Detroit Salt Company, L.C., passed 7–0 (Res.051-2022). Separately, the board approved a concrete-repairs contract for the Justice Center (Res.052-2022) with one qualified bidder and approved procurement of two-way radios for the Building Emergency Safety Team (Res.053-2022).
Commissioners heard that these purchases are consistent with capital-improvement planning, winter-maintenance needs and fleet management schedules. Road Department Manager Midgley and Assistant County Administrator Brad Wilcox were present to answer technical and procurement questions.
