Lake County commissioners approve multiple infrastructure contracts, budgets and appointments

The Lake County Board of Commissioners approved a series of resolutions at their July meeting, awarding several infrastructure contracts, adopting financial measures and making an appointment. Resolutions passed unanimously by roll call.
Major approvals included awarding a $971,104 contract to Stanley Miller Construction Company for Hopkins Road and Haines Road culvert improvements (engineer project 2022-011), and a $919,900 contract to Graziani and Company, Inc. for replacement of the fuel storage tank at the Aquarius West End service center (project 469W2023). The board also approved plans and cost estimates for a $46,231.85 Jordan Drive sanitary sewer extension (job 23-57) and a $105,000 window-replacement estimate and advertising for bids for the Bacon Road Water Treatment Plant (project 495W2025).
Financial actions included approving payment of bills totaling $4,608,753.08 and authorizing purchase orders totaling $903,408.74. The commission approved transfers and increases in appropriations across various general and non-general funds, and a resolution increasing appropriations within the Department of Utilities Water Fund for the Jean Drive Waterline project (509W2026).
The board approved an agreement authorizing execution of a $119,256.70 contract with Axon Enterprise, Inc. to provide a new digital evidence management system for the county prosecutor’s office. Commissioners praised the prosecutor’s office for preparing the proposal and noted the increasing volume of digital evidence — body cameras, doorbell cameras and phone video — that the software is intended to help manage.
The commission also approved a resolution designating eligible institutions as public depositories for active county monies (period 08/23/2026–08/22/2030), certified unpaid water sums and administrative charges to the Lake County Auditor, and appointed Deborah Douglas to the Lake County Library District Board of Trustees for a term to 06/03/2030. During the appointment, a commissioner praised Douglas’s long record of local service and the board recognized her with applause.
All referenced resolutions were moved, seconded and adopted by roll call vote. Several items were presented by the county engineer, utilities department and finance department with little substantive debate recorded in the transcript. The board concluded the public portion of the agenda and recessed into an executive session later in the meeting.
