WPCA clears path for grinder‑pump hookup so Ridgewood Road owner can build

The Middletown Water Pollution Control Authority unanimously approved a request to allow a single grinder‑pump installation and small lateral to connect a Ridgewood Road lot to the town sewer system after engineers said on‑site septic is no longer feasible.

Paul Izzo of Baymark Architects told the board he represents the property owner and that initial percolation tests once supported a septic layout but more recent testing this spring and summer shows the land “no longer perks,” leaving the owner unable to install septic. Izzo described a schematic plan for a grinder pump and a 2‑inch lateral routed along the sidewalk and right‑of‑way to tie into an existing manhole at Ridge Road and Mile Lane.

Chief Engineer Brian Robillard said the proposed routing is ‘‘feasible’’ and that the 2‑inch line, kept in the right‑of‑way and with appropriate cleanouts and tie‑in details, should work without requiring the immediate involvement of the three or four properties the line would pass. Board members noted precedent for converting such private laterals to public mains as other owners connect over time and discussed whether the initial installation would remain private or be dedicated to the town later.

A board member moved to approve proceeding with the approach so the homeowner can continue design work; after brief technical clarifications and assurances from staff about connection fees and potential future reimbursement when others connect, the motion passed unanimously by voice vote.

Next steps: the applicant’s engineer must submit a site plan to the appropriate departments for permit review; staff offered to review submittals before final applications are filed.
