Appling County manager resigns; commission names interim manager after split vote

County Manager Hayden Rozier resigned Jan. 20, saying he accepted another job; the commission accepted his resignation and on Jan. 25 appointed County Clerk Julie Scarborough as interim county manager in a 3–2 vote.
Hayden Rozier submitted and read a letter of resignation at a Jan. 20 called meeting, saying he was taking a job with another company and was not asked to resign. The board accepted his resignation unanimously on a motion by Commissioner Doug Harris and a second from Commissioner Charlie Leggett.
Chairman Mike Shumans said an interim county manager would be named Jan. 25. At the Jan. 25 called meeting, after executive session, Commissioner Charlie Leggett moved to hire County Clerk Julie Scarborough as interim county manager; Commissioner Daryl Edwards seconded and the motion carried 3–2. Commissioners Leggett, Harris and Edwards voted in favor; Commissioners Sarah Boatright and Theodore Wilkerson voted against the appointment.
The Jan. 4 regular meeting also recorded a separate personnel hire: after executive session the board accepted County Manager Rozier’s recommendation to hire Brandon M. Sneed for a Building and Grounds position; that motion was made by Commissioner Sarah Boatright, seconded by Commissioner Doug Harris and carried unanimously.
Rozier thanked Appling County residents for the opportunity to serve; the board did not set a timeline at the Jan. 25 meeting for a permanent county manager search or further interim staffing steps.
