Votes at a glance: committee advances bond refunding, staffing changes, payroll contract and culvert design

The Tompkins County Budget, Capital and Personnel Committee voted unanimously to recommend several resolutions to the full legislature at its July meeting.

Key actions the committee advanced:

- Ithaca College refunding (TCDC/IDA): The committee considered a resolution authorizing the Tompkins County Development Corporation to issue up to $35,000,000 in tax-exempt refunding revenue bonds for the Ithaca College project (series 2026). Russ Gonzales, attorney for the IDA/TCDC, described the transaction as a refinance with "no new money" and emphasized that the bonds are the sole obligation of Ithaca College. A TCDC public hearing is scheduled in advance of the legislature's consideration; the committee recommended the resolution for approval (moved by Veronica; seconded by Greg).

- Increase security positions to 40 hours/week (Dept. of Emergency Response, ID 14100And71): The committee approved an amendment to move three security positions to 40 hours per week to conform with county position structures. Staff said the change is budget-neutral to the county this year because costs are covered by a DSS contract; some local cost increases are expected in subsequent years. - Creation of epidemiologist position (ID 14141): The committee authorized creation and hiring for an epidemiologist post that was approved in the 2026 budget. (Moved by Christie; seconded by Veronica.)

- Multi-year agreement with Ultimate Kronos Group (payroll software, ID 14100And77): Committee approved a contract to continue using the county payroll system; HR and finance staff described the system's role in distributing pay, calculating time and benefits and producing required reports. The contract includes expected increases, estimated around 3% per year. (Moved by Greg; seconded by Christie.)

- Amendment to capital plan and contract for Caroline Depot Road culvert (ID 14147): Committee approved an amendment to the 20262030 capital program and a contract with Barton & Loguidice for design and right-of-way services for the Caroline Depot Road culvert project. The project will use State DEC Water Quality Improvement funding and carries a county match of approximately $325,000 that staff said is already included in capital reserves. (Moved by Lee; seconded by Greg.)

All motions were recorded in the meeting and passed by voice vote; the committee chair announced each as unanimous. Committee members asked clarifying questions on liability (the bond refunding is not a county obligation), budget neutrality of staffing adjustments and whether capital matches were already budgeted; staff answered that liabilities remain with the borrowing institution (Ithaca College) and that local matches or costs had been accounted for in the capital plan or contract notes where applicable.
