Advisory board debates bylaw changes, approves officers amid public comment

Members of the Washoe County Citizens Advisory Board and several public commenters discussed proposed revisions to the CAB bylaws and boundary maps, and then held annual officer elections.

Committee member Kevin Cook addressed the board during the public-comment period and said the proposed bylaws fall short of ensuring that CAB recommendations are acknowledged by the county commission. "The current bylaws do establish that role, but they do not ensure the CAB recommendations are formally acknowledged or considered during a county decision making," Cook said, urging a formal feedback loop so CAB input is tracked on county agendas.

Board discussion and staff comments described concrete bylaw updates: if a quorum is not present a meeting may be canceled rather than held; a CAB member may serve concurrently on the planning commission; appointments can be considered within one mile of a district boundary; and the CAB chair is given responsibility to receive and decide on excused absences (three consecutive unexcused absences would trigger removal).

Following discussion, a nomination was made for chair and vice-chair. A motion to elect Laurie Chesney as chair with Kevin Cook as co-chair was moved, seconded, and approved by voice vote; members responded "Aye." The vote was taken on the record and the election carried without further amendment.

Public commenters reiterated local concerns about development, school impacts and CAB representation. Veronica Barquez, who identified herself as a Sun Valley CAB member and nonprofit founder, said changes to residency rules could affect local representation. The meeting adjourned after final public comment.
