Sandpoint committee creates working group to study e-bikes and scooters

Committee Chair Kate Houston moved "that we form a working group for ebikes and scooter research" and named herself, Erin Billings and Radley Peterson as initial members; the motion passed by voice vote. Associate Planner Eric Brubaker told members that Idaho code offers some guidance on e-bikes but that scooters remain lightly regulated at the state level, making local policy development more important.
Why it matters: committee members said public-safety concerns, police reports and a surge in micro-mobility devices argue for local rules on where devices can operate, appropriate speed limits, age or class distinctions, and parking requirements. Members recommended the group compile examples from nearby cities and develop specific, implementable options for Sandpoint.
What the working group will do: members said the group should review other municipal ordinances, analyze where scooters and e-bikes could safely operate in Sandpoint (for example, bike lanes and lower-speed streets), and recommend enforcement and permit mechanisms. Eric Brubaker suggested that the committee could either form a separate working group focused on micro-mobility or fold the work into the existing Wheels group; the motion establishes a separate working group for focused research.
Next steps: Chair Houston said she will lead the initial effort and work with members and remote participants to assemble research and draft recommendations for the full committee to review in a future meeting.
