Board approves payment-processor contract and engineering task orders for Skylake and district master plan

The Hamilton County Regional Utility District board on July 13 approved a payment-processor agreement and several engineering task orders, including plan-review and inspection services for the Skylake development and work on an updated district master plan.
CJ, the district general manager, said the selected payment processor charges a low monthly fee because fees are passed on to customers; staff and legal reviewed the agreement before it was presented. A motion to approve the payment-processor agreement passed after a second and a voice vote.
Marty Westler of Westler Engineering presented two task orders. Task order #4 covers plan review and construction inspection for the Skylake development; Westler said the developer provided payment to cover the pass-through costs. The board approved that task order. Task order #5 would fund preparation and submittal of an updated district master plan addressing regionalization issues; the board approved that task order as well.
Westler also proposed a procedural change: to allow the general manager to sign agreed-upon pass-through development task orders between meetings when funds were received, with the board to ratify those actions at the next regular meeting. Commissioners supported the approach to avoid delays; the board approved the delegation subject to confirming money was in hand before signatures.
Staff also noted updates to the connection packet and standards revisions provided in the meeting packet; the board formally approved those items.
Why it matters: the approvals clear the way for immediate engineering work on the Skylake development and move the district toward a master plan that incorporates regionalization. The delegation for pass-through task orders is intended to prevent multi‑month delays on time‑sensitive development work.
Next steps: staff will process the agreements and task orders; pass-through development task orders signed by the general manager will be reported and ratified at the following board meeting.
