Health & Human Services will present $1M FPHS addition to state contract amendment

Gina James, director of Health and Human Services, told commissioners the department will present Amendment No. 6 to the county’s consolidated contract with the Washington State Department of Health at tomorrow’s meeting.
"This amendment is adding... foundational public health services funding. That one is a little over $1,000,000," Gina James said, describing the FPHS allocation as the program’s larger annual allocation and explaining that the contract is multiyear and often aligned to the state fiscal year.
James said the amendment also lists a "group B" scope of work with zero funding after recent legislative changes; staff noted the department still has responsibilities associated with that scope and has reimplemented a group B permit fee to cover the cost of those services.
She said the overall contract total is roughly $3.9 million across the three‑year period and includes smaller funds such as an infrastructure grant to upgrade the county’s food database system and other targeted allocations for water systems and hepatitis B work.
Commissioners had no substantive objections and confirmed the items are reimbursement‑based funding; staff will present the amendment at the board’s next session.
