City staff presented the final plat and development agreement for High Point Crossing, an approximately 80‑acre rural residential subdivision proposed for Inwood Avenue. Staff confirmed the final plat reflects the council’s previously approved preliminary plat and variances (for front‑yard setbacks, tree planting counts and sidewalks where streets are unbuilt) and noted Valley Branch Water District has issued a permit.
