At its July 8 meeting the Lane County Board of Commissioners held third reading and adopted Ordinance 26‑03, amending Lane Code 10.600‑15 to co‑adopt amendments to Springfield’s development code for the Glenwood Riverfront Mixed‑Use Plan District.
Staff explained the ordinance is an applicant‑initiated amendment to allow high‑impact public facilities as a permitted use in the Glenwood Mixed‑Use District and to clarify the 2014 Glenwood Refinement Plan’s language about the location and capacity of a proposed high‑impact public facility. Jared Bowden presented the staff recommendation and told the board staff recommended adoption "as presented."
The ordinance followed a joint public hearing with the Springfield City Council on May 18; the Springfield council approved its corresponding ordinance at its June 1 meeting. A motion to adopt Ordinance 26‑03 carried 4–0, with Vice Chair Buck excused/absent. Commissioners thanked staff and city partners for advancing the project and noted the ordinance supports local water resiliency and related infrastructure goals.
Outcome: Ordinance 26‑03 adopted by a 4–0 vote (Vice Chair Buck excused).
