Farrell Industrial Park amendment raises multiple environmental and permitting issues; board schedules technical work session

An amended site plan for the Farrell Industrial Park — a proposed 262,080‑square‑foot warehouse on Route 300 — drew detailed technical scrutiny from town consultants on Nov. 7. The applicant explained changes prompted by DOT and County Health Department reviews, notably replacing a septic system with a packaged wastewater treatment plant (an AquaPoint MBBR system) and adding excavation and berming to manage excess earth.
Engineer Jason Pitingaro said the proposed package plant is sized for approximately 2,250 gallons per day and will discharge toward a watercourse; he confirmed preliminary conversations with the DEC regarding permit requirements and emphasized the need for an operator of record and monthly DEC reporting for effluent standards. Pat Hines (MH&E) listed multiple outstanding items: a detailed phasing plan for the 24.2‑acre clearing and grading, interim erosion and sediment controls, stormwater management checks (tributary area verification), potential 5‑acre disturbance waivers, retaining wall permitting, and that a clearing and grading permit requires a public hearing under Town Code chapter 83.
Given the technical complexity, the Planning Board agreed to refer the application to a consultants' work session on Nov. 26; the board also decided that the clearing & grading public hearing will be combined with any amended site‑plan hearing once the outstanding engineering items are addressed. Applicants and consultants were directed to finalize DOT technical responses and the SWPPP before a public hearing would be scheduled.
