Presenter (speaker S8) described a proposal to build a hallway that would create a dedicated ECC library space and reduce noise from an adjacent music room and the gym above; the presenter said the work would preserve the option to renovate the basement library later.
On bidding and scope, S8 described a base bid and an add alternate (ceiling-tile replacement) and recommended proceeding with the base scope while declining the full ceiling-replacement alternate to control cost. S8 told the board, "we are recommending a 10% contingency on this" because multiple locations increase the chance of unforeseen issues compared with a single-site project.
The presenter also recommended Legacy as the contractor for the work; S8 said Legacy will assume the kitchen-equipment contract and that the equipment has already arrived and is in storage, supporting timely installation. Theater upgrades were described as part of Prop B work with BRS Architects identified as an architect-of-record in the district's toolbox and staff noting coordination with the city and utilities (Ameren) on site amenities.
Board members confirmed the hallway work would not preclude later renovations planned for the basement. No formal procurement vote was recorded at the meeting; staff will proceed with recommended contract steps and return with formal contract documents per district procurement rules.
