Windsor board approves duck-keeping rules, budget schedule and multiple project contracts

The Village of Windsor Village Board on May 21 unanimously approved a package of routine and project items, including a new ordinance that allows residents to keep ducks in single-family yards under specific conditions, adoption of the 2027 budget schedule and several service agreements and permits.
Community Development Director Jamie Rybarczyk said the Plan Commission had already approved amendments to Chapter 52 that set limits on keeping ducks. The ordinance, adopted 5-0 as Ordinance 2026-10, bans drakes, caps the number of ducks at four, requires increased outdoor run space and a water feature able to hold at least one gallon per duck, and prohibits keeping ducks and chickens together on the same single-family property. Resident Brantley Ruff told the Board the change would allow him to gain agricultural experience and potentially sell eggs at the farmers market.
The Board also approved the 2027 budget meeting schedule (Resolution 2026-50) and a set of 2025 budget amendments (Resolution 2026-51) that Administrator Tina Butteris said cover several capital projects paid from funds on hand rather than by borrowing. The Board approved Resolution 2026-52 making Firehouse Drive a one-way street because of safety concerns near the new Fire Station No. 2 and roadway narrowing.
On infrastructure and contracts, the Board approved a project budget for the Depot Street Station (Resolution 2026-54), with Administrator Butteris noting the Village President may authorize up to 50 percent of the contingency alongside staff when appropriate. The Board approved a wetland delineation and soil-boring proposal from LANDCO2 for $3,400 to support a planned water-main extension, after Attorney William Cole pointed out a typographical error in the resolution and clarified the correct amount. The Board also approved a service agreement with GLS Utility LLC for utility locating and marking (Resolution 2026-56).
Clerk John Moe presented noncontroversial licensing items: the Board granted 13 direct-seller permits to Aptive Environmental LLC for door-to-door pest-control services and renewed liquor, cigarette, tobacco and electronic vaping-device retail licenses for village businesses (Resolution 2026-57), after Fire, Building and Sheriff’s Department sign-offs.
President Bob Wipperfurth framed the transportation resolution the Board approved asking the League of Wisconsin Municipalities to press the legislature for more road funding, saying, "it is important for municipalities to continue to put pressure on the state to provide a proper funding source. Property tax reform is paramount as it is not a sustainable source of income for the amount of things put on the property tax levy." The Board adjourned at 5:34 p.m.
