Board approves two Local Upgrade Approvals for septic projects using Presby sand-filter systems

The Townsend Board of Health approved two Local Upgrade Approvals (LUAs) on July 13 that will permit installation of Presby (patented sand-filter) septic systems to replace failing onsite systems and, in each case, allow reduced groundwater separation to manage mounding on sloped lots.
Designer Evan Carlooni explained the Presby sand-filter technology and said such systems provide additional treatment before effluent reaches natural soil, which in some cases permits a one- or two-foot reduction in required groundwater separation compared with traditional pipe-and-stone systems. For 80 Meeting House Road the applicant requested a one-foot offset; for Bayberry Lane the application requested a two-foot reduction to address a high water table and reduce tree removal. The board discussed site contours, well buffers and wetland setbacks and approved both LUAs by voice vote.
Board members noted the Presby system’s advantages on slopes and that state approval letters for these innovative alternative technologies support sizing and separation waivers in appropriate conditions. Staff and the designer confirmed monitoring and sizing conform to state test-center performance records.
