Windsor plan commission sets Oct. 14 joint public hearing on 2050 Comprehensive Plan update

The Village of Windsor Plan Commission on Sept. 12, 2024 set a joint public hearing with the Village Board for Oct. 14, 2024 at 5:00 p.m. to consider the 2050 Comprehensive Plan Update.
Jamie Rybarczyk, Community Development Director and deputy administrator, told commissioners that staff had reviewed comments from a public open house held Aug. 19, 2024 and made changes to the preliminary draft. Rybarczyk said the draft now adds an overview of purchase and transfer of development rights in the Resource Protection chapter, includes additional language on productive agriculture and an “Agricultural Business Park” in the goals and policies, and corrects typos, grammar and map errors; a couple of maps were updated to reflect a revised AEA border and to remove planned parks from an area formerly intended for a baseball complex.
Commissioner Dave Gaustad moved to schedule the joint public hearing for Oct. 14 at 5:00 p.m.; Commissioner Kristine Schmidt seconded. The motion carried unanimously, 6-0. The hearing will be a joint session of the Plan Commission and the Village Board and is the next formal step in the plan-adoption process.
At the start of the meeting commissioners approved the minutes from Aug. 8, 2024. Commissioner Jeff Heisig moved to approve the minutes and Commissioner Kristine Schmidt seconded; the motion carried 5-0 with Chair Bob Wipperfurth recorded as abstaining. Patrick Grimes was shown as excused for the Sept. 12 meeting.
During the appearances portion of the agenda, resident Mike Esser, of 6902 Rembrandt Road, spoke to express appreciation for Windsor’s bike and pedestrian paths and said he has enjoyed riding them to see the community from a different perspective.
The commission adjourned at 5:11 p.m. after a motion by Commissioner Kristine Schmidt and a second by Commissioner Bill LeGore that carried 6-0. The next procedural step on the 2050 Comprehensive Plan Update is the Oct. 14 joint public hearing at 5:00 p.m. at the Windsor Municipal Building, 4084 Mueller Road, DeForest.
