Fulton County commissioners ratify engineer union contract, approve routine appropriations and contracts

The Fulton County Board of Commissioners met April 30, 2026, in the commissioners’ meeting room at 152 South Fulton Street in Wauseon and approved a slate of routine resolutions by unanimous votes.
Commissioner Joe Short moved to approve the minutes of the April 28, 2026 regular session; Commissioner R.J. Lumbrezer seconded, and the motion passed 3-0. The board also approved the day’s agenda and a series of appropriation adjustments and transfers.
The commissioners authorized specific increases and transfers in departmental appropriations, including a $181,707.14 increase for the 2025 asphalt resurfacing project and a $520,000 transfer into the Contract Projects (GT&MV) account. Those budget actions were approved 3-0.
The board accepted Maintenance Supervisor David Lantz’s recommendation and awarded the 2026 lawn maintenance contract to Rock Solid Landscape LLC at $1,900.00 per mow for county-owned properties. That award was approved by motion and a unanimous 3-0 vote.
The commissioners approved a payment request of $9,738.75 to Wessler Engineering for environmental services on the Pleasant View Wastewater Treatment Plant project. The board also approved a legal notice and authorized advertising for competitive bids for the 2026 Pavement Marking Program on behalf of the Fulton County Engineer, citing Ohio Revised Code sections 5535.01 and 5555.02 and committing to ongoing maintenance provisions.
In administrative business, the board approved a process to sign a Purchase Order computer edit list prepared by the Fulton County Auditor in lieu of journalizing each item and approved submitted travel requests.
The board voted to enter an executive session under Ohio Revised Code §121.22(G)(4) to conduct collective bargaining. After returning from executive session, the board ratified Collective Bargaining Agreement 2026-45 between the Fulton County Engineer and Ohio Council 8, American Federation of State, County and Municipal Employees, AFL-CIO and its Local 2782. The agreement takes effect March 1, 2026 and runs through Feb. 28, 2029. The ratification motion passed 3-0.
