Clarke County supervisors adopt transfers, appropriations and other routine resolutions

At its June 29, 2026 meeting in the Clarke County Courthouse, the Clarke County Board of Supervisors approved a series of routine fiscal and administrative actions.
The Board approved Resolution 26-109 to transfer $83,793.74 from the General Basic Fund and $841,926.57 from the Rural Basic Fund to the Secondary Road Fund. It adopted Resolutions 26-110 and 26-111 authorizing interfund operating transfers in accordance with Iowa Code §331.432 and setting maximum transfer caps: for the 2025–26 year the caps were $869,130 (Rural) and $86,533 (General); for the 2026–27 year the caps were $918,822 (Rural) and $92,674 (General). All votes were unanimous.
The Board adopted the 2026–27 appropriations resolution (Res 26-112), which itemizes appropriations by department and fund, requires the Auditor to establish separate accounts for each appropriation and directs quarterly reporting; the resolution notes that appropriations lapse at close of business June 30, 2027.
Other actions included approval of a Class B Native Wine Permit for Harvest Barn Marketplace (Res 26-113) at 2721 U.S. Hwy 34 in Osceola, effective July 30, 2026; adoption of a resolution addressing House File 2490 (Res 26-114), which the Board said was signed into law May 15, 2026 and which prompted the Board to commit to posting agendas on the parking-lot entrance glass doors and on the Clarke County website; designation of substitute/acting county attorneys under Iowa Code 331.754(1) (Res 26-115); and approval of a 28E agreement with Warren County to collect past-due court fees (Res 26-116). The Board also approved payment of claims submitted June 23–29, 2026 (Res 26-117), including vendor payments listed in the claims register.
Having completed the agenda, the Board adjourned at 10:05 a.m.
