At the July 9 meeting, the Oronoco Planning and Zoning Commission discussed several procedural and staffing matters including an RFP to support zoning services, officer elections, and possible code-enforcement language tied to planning and zoning.
Chair Kathy Grant Rucker said minutes from prior meetings are not yet available and that staff member Mel is testing software to extract minutes from recordings. The commission decided to delay officer elections for vice chair and secretary until more members are present; the chair noted new software might make the secretary role easier.
Commissioners agreed to postpone work on a draft RFP for a broader zoning-services review until staff capacity returns. Staff and members said the League of Minnesota Cities had been used previously for drafting support, but the current direction is to wait until staff can lead the effort.
On active projects, members said the Pine Southwest townhouse developer plans to request a one-year extension on an existing conditional use permit (CUP) because the project's architect recently died; the commission expects no changes to the CUP's conditions, only an extension of time. The commission also heard a status update that a predevelopment deadline for Gold Rush Crossing has expired and the project would need to restart the prior process if developers return.
The commission asked Stantec to review requirements and sample language for a potential code-enforcement section that would give planning and zoning a clearer enforcement tool for CUP violations and other code infractions; staff suggested inviting other city departments to a future meeting on the future land-use plan map so technical concerns can be addressed collectively.
The meeting concluded without votes on these items; the commission recorded routine agenda approval at the start and adjourned by voice vote at the end.
